Depending on the thickness of the shim, it is made from either Rolled Aluminium, Machined Aluminium or Thermoplastic.

There is some truth that it's a question of preference on a carbon fiber frame, but it would look really weird, for instance, to see a modern mountain bike made from large CF composite structures neck down to a 27. Slip shim into the seat tube, if the gap in the shim has closed up it may be necessary to trim a tiny bit more off, but don’t go mad.
