While it's hard to tell, it could be indicative of a lower alcohol content, which means that given my preferences for less alcohol in my products, I definitely prefer the newer version. Again, I spotted Glycolic Acid, an AHA that could in theory help to exfoilate skin, but, given the small amounts it seems to be present in, and given that the pH of the product is about 6-6.The humectants, emollients and alcohol create a product that is a lightweight moisturizing product for skin, for, while the film formers, polymers and silica are present to make the eye area appear better immediately upon application.

According to manufacturer info, it's also a moisturizer and helps to make the product feel great on the skin.
